Intrigue and politics come to the citadel of Carcassonne! In the Emissaries and Mayors box, you will find new terrain tiles, including the new Town Hall tiles, which serve to ward off rival mayors. Another notable new feature is the three new sets of pawns for each player, which include figures of mayors, emissaries, and scarecrows.

On the one hand, players can place their mayor pawn in any city to gain the favor of a rival knight. Emissaries, on the other hand, can ride to another road or city when their project is completed. Finally, scarecrows can be placed on an occupied field and then bring in one of the player's farmers.
